On 16-22nd July, 2005 the 3rd International Summer School on Energy Regulatory Practices took place in Budapest co-hosted by the Energy Regulators Regional Association (ERRA) and the National Association of Regulatory Utility Commissioners (NARUC) and funded by the U.S. Agency for International Development (USAID) and the Central European University (CEU).

35 representatives of ERRA member organizations from 24 countries, one CEER member, and twoCEU students took part in the course. Students came mostly from the CEE (54%) and CIS (38%) region. By infrastructure of the energy sector, the attendees are generally involved in the electricity sector (56%) and to a smaller extent in the Gas and Water/Heating sectors.

Dr. Peter Kaderjak (Former Chairman of the ERRA and Director of the Regional Centre for Energy Policy Research) served as the Course Director. System operation, Quality adjusted network pricing, Restructuring of the gas industry: basic elements and models, Restructuring of the electricity industry: basic elements and models, Regional energy market initiatives, Licensing: regulating entry, supervision and enforcement, EU Gas regulation + Gas release programs, Tariff solutions for low income consumers, Some consequences of private participation in the energy sector.

It was a general course for new and junior regulatory staff on energy regulatory practices with special emphasis on the problems and experience of the economies in transition. The main aim of the curricula was to provide an introduction to the basic principles, most important problems and major successful techniques in the regulation of the energy (electricity & gas) sector. The first ERRA-CEU Summer School Program was launched in 2003, and this year we made our best to add experience gained in the previous years to the curricula. The presentations delivered by lecturers were giving an overview on the wide spectrum of the work provided by a regulator (regulatory, tariffs, licening, legal, social security and even ethical issues).

Thirteen recognized lecturers were sharing their experience during a six-day course in the form of PowerPoint presentations. The materials of the presentations were also posted on the ERRA website and burned on a CD-Rom, which was distributed among the participants of the course.

For the first time Case Presentations were introduced based on the problematic issues the regulators from ERRA member organizations were facing recently. Several topics were discussed during the course: Reduced legal status of regulator (presented by Ms. Nino Asatiani GNERC, Georgia), Information withholding (presented by Mr. Darius Vilimas & Inga Cerniuk, NCC, Lithuania), Unaccepted costs (presented by Mr. Catalin Lazar, ANRE, Romania), Natural gas tariffs (presented by Ms. Alise Uskane, PUC, Latvia), Market design problems (presented by Ms. Ela Nikaj, ERE, Albania), Power purchase agreements (presented by Mr. Attila Bagi, HEO, Hungary). These discussions resulted extremely useful and constructive on basis of feedback received from the participants, therefore it was decided to include more practical discussions in the curricula of the next Summer School.

Participants visited the Hungarian System Operator (MAVIR) and get acquainted how the work of the electricity dispatchers is organized in Hungary.
