After the success of the 1st International Summer School on Energy Regulatory Practises, ERRA and the Central European University (CEU) organizes the 2nd International Summer School on July 26-30, 2004 in Budapest. The Summer School is jointly funded by the U.S. Agency for International Development (USAID) and the Central European University. The Course is hosted by the Hungarian Energy Office (HEO). The course is mainly designed for junior and newer regulatory commissioners/staff of ERRA Full Members. The course is also available for staff who may want to broaden their regulatory expertise or are changing positions within their regulatory organization. It is oriented toward the electricty sector and it will focus on three major modules: Basic Economics of Regulation; Tariff and Pricing Issues; Licensing and Competition. The course will be taught in English and Russian language with simultaneuos translation.

Cathy Connors
Cathy received her bachelor’s degree magna cum laude from Northwestern University (Phi Beta Kappa; 1981). She received her J.D. cum laude from Northwestern University School of Law (Order of the Coif 1984), where she served on the editorial board of the Northwestern University Law Review. After law school, she served as a Law Clerk for then Chief Judge John F. Grady of the U.S. District Court, Northern District of Illinois. She joined Pierce Atwood in 1986. Since 1995, Cathy has also worked for the State Department, United States Aid to International Development, the World Bank and other donor agencies to draft legislation, create regulatory bodies and support the rule of law in developing nations. Cathy is a member of Maine State, Illinois State, and American (Appellate Litigation Section) Bar Associations and the Maine Trial Lawyers (Amicus Curiae Committee). Cathy also participates in Pierce Atwood’s CASA program, representing guardians ad litem in Maine Department of Human Service appellate parental right litigation. She is Chair-elect on the Maine Board of Bar Examiners, a member of the Maine Bar Foundation and serves on the Board of Directors of the Animal Refuge League in Westbrook, Maine.
Florin Gugu
Florin Gugu is the Director of the Tariff and Pricing Department in the Romanian Electricity and Heat Regulatory Authority (ANRE). He graduated in 1986 from the Engineering Faculty of Bucharest Polytechnic Institute. In 1993 he started preparing for a doctorate degree in technical science and during 1998-2000 he was a student at CODECS (LONDON OPEN UNIVERSITY in Bucharest). He received a MBA in Management. Mr. Gugu’s experience in the electricity sector has continuously improved and been updated by various training courses in the USA, UK and Austria on the subjects of regulatory issues, the electricity market and microeconomics. Currently, he is Vice-Chairman of ERRA’s Tariff and Pricing Committee. From 1996-2000 he was a Member of the EURELECTRIC/UNIPEDE Tariff and Pricing Committee.
Vidmantas Jankauskas
Vidmantas Jankauskas graduated in 1973 from Vilnus University and started his business career at the Lithuanian Energy Institute. He spent 23 years there working on energy planning, energy economics and related issues. In 1983 he received a doctorate degree from Kaunas Technological University and in 1994 a Doctor Habilitatis degree from the Latvian Academy od Sciences. In 1996 he became Professor of Economics at Vilnus University. Since February Mr. Jankauskas has been Chairman of the National Control Commission for Prices and Energy; this is an independent state agency regulating electricity, gas, heat and water sectors.
J.J. de Jong

Drs. Jacques de Jong was born in The Hague in 1947. After completing the international economics in Erasmus University Rotterdam, he joined the foreign economic relations department of the ministry of economic affairs in 1971. At the time of the oil crisis he was transferred to the oil directorate in the energy department, where his main duties were directed to international oil and energy discussions. In 1980 Mr. de Jong became deputy director for Electricity, responsible for nuclear energy policies and coal. In 1994 Mr. de Jong became coordinator for energy distribution.
In August 1998 he was appointed as director of the new Dutch Electricity Regulator, since August 2000 also responsible for gas, the Office for Energy Regulation. DTe is a chamber at the NMa, the Dutch Competition Authority. He was also active in european affairs, a co-founder of the CEER (Council of European Energy Regulators) and a co-chairman of its electricity working group.
Since 01.01.2003 mr. de Jong is continuing in a non-executive function as a senior advisor at the NMa/DTe, and as a senior fellow in the CIEP, the Clingendael International Energy Program.
Péter Kaderják
Péter Kaderják is the former President of the Hungarian Energy Office; Associate Professor in the Microeconomics Department at Budapest University of Economics; and the formar Chairman of the Energy Regulators Regional Association (ERRA). Mr. Kaderják was previously Chief of the Minister’s Cabinet and Secretary of the Economic Committee of the Hungarian Government. From 1998-1999, he served as a Member of the Board of Directors of the State Privatization and Asset Holding Company. Prior to that, he was Senior Environmental Policy Advisor and member of the Policy Advisory Working Group with the Harvard Institute for International Development in Budapest. He served as Co-ordinator for the Phare-ACE Project, Environmental Implications of Economic Transition in Hungary. Mr. Kaderják began his career in economics as a Lecturer in the Department of Business Economics at Budapest University of Economics in 1987. He has participated in training workshops in the United States and Austria. From 1989-1990, he was a Visiting Research Assistant of economic psychology at Erasmus University. Mr. Kaderják has been a Member of the European Association of Environmental and Resource Economists (EAERE) since 1993.
Ion Lungu
President Romanian Electricity & Heat Regulatory Authority (ANRE)
Dr. Ion Lungu was appointed President of the Romanian Electricity & Heat Regulatory Authority in June 2000. Before his appointment as President of ANRE, Mr. Lungu was Director General of ELECTRICA, the Electricity Distribution and Supply Company and member in the National Electricity Company’s Board of Directors. He has a dynamic academic activity with the “Valahia” University of Targoviste as a Professor at the Electric Power Engineering Chair. He is member in the ERRA Presidium as well as in several national and international important organisations among which: the Romanian Power Engineers Association (AGIR), the Romanian Energy Policy Association (APER) - member of the Board, the EURELECTRIC Business Area-Supply, the International Conference of Large Electric Networks (CIGRE SC 13), President of the International Conference of Electric Distribution Networks (CIRED SC 3). He is also an author and co-author of 3 technical books and 120 scientific works in the fields of high voltages, electric power use and electricity sector regulation. He has a doctoral degree in Over-voltages and started his professional career in 1975.
Gabor Szorenyi
Gabor Szorenyi graduated in 1971 from the Technical University of Budapest and started his business career at the Hungarian Power Companies (MVM). He spent 23 years there working on coordination of R&D, energy system planning, power plant investment, preparation of new market structure and privatization, energy conservation, PR and related issues. In 1979 he received a doctorate degree from the Technical University of Budapest and in 1999 the degree of Master of Business Administration from the British Brunel University. Between 1992 and 94 he was president of the Board of Directors at the Vertesi Power Plant. Since August 1994, Mr. Szorenyi has been Deputy Director and since 2002 Director of the Hungarian Energy Office, the Hungarian energy regulatory authority; which is an independent state agency regulating electricity, gas, district heating sectors. He has long experience in the international cooperation.

Marko Senčar
Marko Senčar, M. Sc., started professional career 1988 as assistant researcher in the field of thermohydraulics and nuclear safety analysis at scientific reserch institutes in Slovenia and Switzerland. He collected broad experience in working for a swiss consulting and engineering company over some years, particularly in the area of safety, operation and availability. His work included technical, but also economic and, to some extent, legal aspects. After returning to Slovenia in 1996, he worked for about a year in the development of electric power system of Slovenia in preparation for market opening. He led the preparatory activities to introduce a new organization within the structure of the Ministry for Economic Affairs, the Directorate for energy supply, and acted for more than three years as its director. The most important working tasks were participation at and partly leading of preparations of Energy law and the first by-laws, based upon the Energy law, which have enabled the market introduction. Apart from this, he led the preparations of negotiation position for EU accession, and participated in the negotiations for the electricity subgroup within Chapter 14, Energy. Moreover, he led the preparations and projects, among them international projects, to establish the independent regulatory authority, the Energy Agency, and participated in several activities to making it operable. Since April 2001, he has acted as the deputy managing director of the Energy Agency of the Republic of Slovenia. During this period the first regulatory framework for the electricity network pricing was developed and enforced, natural gas market opened, energy activities were licensed and the market concept was amended through a new, amended law 2004 which substantially modified the powers of the regulatory authority. The strategic, conceptual and structural issues as well as several practical developments in electricity and gas field are the most important subjects of his activities, together with representation of the authority at gas regulatory forum and leading international supportive projects.
László Varró
László Varró works since 2000 in the Hungarian Energy Office as Chief Economist. His main fields are: Preparation for market opening, Economic oversight of price regulation. In 2000 he participated in the Energy Market Opening Programme and was the representative of the HEO in the Electricity Roundtable and the Natural Gas Roundtable. 1997-2000 he worked in the National Bank of Hungary at the Department of Economics and Research. Main fields were: Asset markets and monetary policy; Economics of financial market regulation; Liberalisation of capital flows. 1999-2000 he was Co-Representative of the NBH in the Financial Market Regulatory Reform Project.
