Course Description

This 3-day Course allows newly appointed Presidents & Commissioners to engage in discussions and seek guidance on issues of energy sector regulation from the experienced peers as they assume their new regulatory functions. The training program combines “classic” regulation under the traditional vertically integrated industry structure with up-to-date issues of regulation in developing a competitive industry environment. This unique Training Programme was launched in 2005 and this year will be organized for the 3rd time by ERRA.

Newly appointed Presidents & Commissioners of Energy Regulatory Agencies.

Course Programme

This year the New Commissionaire Training provides a structured and relaxed discussion of five outstanding topics highly relevant for energy regulators of the ERRA countries such as:

Organizational Structure & Management of a Regulatory Body
This session raises all the relevant organisational and management issues that New Commissioners are to face when managing their institution and their job.


European Energy Policy Initiatives
This session introduces the participants to the basics of European energy policy initiatives. Motivations for and details of the EU Electricity and Gas Directives and associated regulations are discussed.


Regulation and Security of Supply
This is a rather global session on regulation and energy supply security. Discussion will include regulatory roles in a broader sense; the impact of regulatory behaviour on investment decisions; gas dependency and security of supply.


Electricity Market Models
This session gives an overview on the basic building blocks as well as on principal models of electricity markets. Introduction is provided on the operations of wholesale markets as well as on retail choice of customers.


Price Regulation
This session discusses the basic principles of and issues related to the most important regulatory task: energy price and tariff regulation.


Regulatory Monitoring and Reporting
This session will give an introduction to the monitoring activities that Regulatory Commissions are to set up in order to support their regulatory and enforcement activities.

Course Faculty Team

The Course is facilitated by the Regional Center for Energy Policy Research (REKK). Prof. Peter Kaderjak, Director of REKK was Chairman of ERRA and President of the Hungarian Energy Office. Currently he teaches at the Corvinus University of Budapest. In addition to REKK, classes are expected to be taught by practicing international regulators.

Tuition Fee

  • ERRA-Members: €1,000;
  • Non-ERRA Members: €1,500

(Tuition fee includes: accommodation for 4 nights, lunches, coffee breaks during the course).
