ERRA PILOT TRAINING COURSE
Price Regulation and Tariffs
The Energy Regulators Regional Association (ERRA) organized its 3rd Pilot Training Course Price Regulation and Tariffs on March 13-16, 2006 in Budapest. The course was funded by the United States Agency for International Development (USAID) and facilitated by the Regional Center for Energy Policy Research (REKK).
20 ERRA members sent participants to the Training Course: Albania, Armenia, Bulgaria, Bosnia and Herzegovina, Croatia, Estonia, Hungary, Kazakhstan, Kyrgyz Republic, Lithuania, Macedonia, Moldova, Poland, Russia, Romania, Romania (Gas Regulator), Serbia and Montenegro, Turkey, Ukraine, UNMIK Kosovo. Serbia – as a potential future ERRA member – sent an observer to the course.
The Course Director was Dr. Peter Kaderjak of REKK (former Chairman of ERRA). Course lecturers included Andras Kiss of REKK, Gabriella Pal of REKK, Radu Regman of ANRE Romania, Svetla Todorova of SEWRC Bulgaria, Valeriy Tsaplin of NERC Ukraine and Aistija Zubaviciute of NCC Lithuania.
The 4-day course featured formal presentations delivered by the course lecturers, case studies presented by course participants, exercises and final presentations. The first day’s agenda was devoted to the Revenue Requirement. Mr. Kaderjak in his introductory presentation spoke of the Role and Objectives of Tariff Planning. Then, Mr. Regman gave two presentations on Calculating the Revenue Requirement. Next, Mr. Kaderjak introduced the issue of Monitoring Needs for Assessing the Necessary Data for Rate Setting. Mr. Tsaplin then presented Supporting the Rate Case with Performance Evaluation of Public Utilities.
Following the presentations group discussions started on the following issues: Allowed Technical and Commercial Losses,…… Prior to the course participants were asked to prepare case studies, problems that are currently emerging in their home organizations. On the first day Mr. Janulionis from Lithuania brought a current gas tariff issue related to the revaluated regulatory asset base. Ms. Maria Roman case study introduced the new Romanian methodology for calculating regulated revenue for underground gas storages.
The main issue of the second day was Tariff Design. In the morning Mr. Andras Kiss gave two presentations on Economics of Price Regulation and then another one on Price Regulation Theory Specific to Electricity and Gas Sectors. Next, Ms. Aistija Zubaviciute and Mr. Radu Regman gave lectures on Tariff Design. Following the lectures case presentations were scheduled..Ms. Zsuzsanna Volek from Hungary brought a case related to gas capacity charges. Mr. Alexandru Molnar case presentation was related to Romanian transmission tariffs. Next, participants conducted an exercise on Tariff Impact of Weather Corrected Gas and Electricity Demand Estimations.
The third day was dedicated to the broad issue of Process for Changing Rates. First, Mr. Radu Regman gave a presentation on Different Methods of Incentive Regulation. Ms. Aistija Zubaviciute introduced the Experience of Baltic States with Incentive Regulation. Then, Mr. Valeriy Tsaplin spoke of Regulating Service Quality. The day was closed with two group exercises: one on Cost Review and another one on Benchmarking of Distribution Companies.
Social and Environmental Aspects were discussed on the fourth day. First, Ms. Svetla Todorova gave two presentations on Social Impacts of Energy Policy Decision and on Social Tariffs. Next, Ms. Anahit Babayan from Armenia brought a case study related to green energy pricing and Ms. Reeli Kuhi-Thalfeldt from Estonia brought another case about the estimation of justified operating costs. Ms. Gabriella Pal presented Environmental Issues related to Tariffs. Then, participants broke into four groups and presented the result of their group work. The course closed with a final test and evaluation.
