is pleased to announce its Training Course on
 

Introduction to Energy Regulation

Budapest, February 5-9, 2007

Economic, legal, technical and financial skills are central to the administrative and economic regulation of the public utilities. Professional development in energy regulation requires a working knowledge of regulatory economics, an understanding of policy impacts and the ability to navigate national policy processes, and effective agency management of the legal and organizational processes necessary for adequate “due-process” protection in regulatory activities.

ERRA realized the importance of training in order to promote better regulatory practices in member countries as well as across the region as specific regional markets develop and started its first in-house training program in 2003. To date the ERRA training initiative features a variety of junior to advanced level courses. (Until now about 400 regulators participated in various ERRA training programs.) In the past these training programs were only available to ERRA members but as of 2007 ERRA would like to offer its training courses to non-member organizations as well. The Introduction to Energy Regulation is a core element of the ERRA overall training program, and builds on the experience and evaluation results of 4 past courses.

Objective of the Course:

The prime objective of the course is to provide basic technical, economic and legal regulatory skills that are needed to design and manage successful regulatory systems for the energy industry.

Design of the Course:

Instructors of the course are predominantly practicing and past energy regulators with significant and noteworthy energy regulatory experience and expertise. The course is designed to assure the utmost transfer of practices and information from experienced regulators to course participants. This characteristic allows ERRA to design training courses that focus equally on practical application and theoretical methodology and include the transfer of relevant direct experience.

The course will have two tracks: one for regulators and another one for non-regulators. The two tracks run parallel with occasional joint classes and exercises.

In addition to the formal classes presented by the instructors, the course will feature preparatory homeworks, practical exercises, simulations, participant case studies and a final test.

Target Audience:

Track I is exclusively designed for practicing energy regulators, admission will be provided only to regulators, available in ENGLISH only.

Track II is available to non-regulators such as ministry and local government representatives, banking institutions, law and investment firms, consulting companies and regulated utility companies., available in ENGLISH and RUSSIAN with simultaneous translation.

Each Track is limited to 30 participants so we suggest early registration!

Course Faculty Team:

The Course is facilitated by the Regional Center for Energy Policy Research (REKK). Prof. Peter Kaderjak, Director of REKK was Chairman of ERRA and President of the Hungarian Energy Office. Currently he teaches at the Corvinus University of Budapest.

In addition to REKK, classes are expected to be taught by practicing international regulators.
