E-Learning Course on Renewable Energy Regulation

Brief Description of the Course:

The objective of this e-learning training is to provide the participants with an overview of those aspects of environmental regulation that affect the life of energy companies and of those regulating them.

  • Local pollution and classic environmental regulation

Provides the participants with a comprehensive review of energy sector related environmental issues and the ways environmental and energy regulators try to solve them. First an introduction into the major types of environmental concerns is given following the value chain of the sector: mining, new asset siting and commissioning, operational pollutions and the specific environmental issues related to decommissioning. Next the basic regulatory perspective is presented by summarising the welfare economics foundations of environmental policy and regulation design. An overview as well as a comparison of the effectiveness and cost-efficiency of major environmental policy instruments (emission and environmental quality standards, environmental taxes and the creation of environmental markets) is given next. International experience with the application of these measures is provided with a special emphasis on the European experience to date.

  • Renewable energies

Provides the participants an in-depth understanding and analytical and regulatory tools related to renewable energy issues. After the review of renewable technologies the discussion is focused on the technical and regulatory challenges these technologies pose for regulators and network operators (systems operation, reserve needs, grid connection issues, integration of a large number of decentralised producers into the grid). A review and comparison of support schemes will follow (feed-in tariffs, green certificate systems, subsidy schemes) and a special section is devoted to the methods of establishing feed-in tariffs and premium. In addition, good practices on the relevant licensing and authorisation as well as certification procedures are provided. The participants will also get an introduction into the methods of business evaluation for renewable projects.

  • Greenhouse gas markets

Participants get a general understanding of the operation of emission markets as well as an in-depth knowledge about the operation of the European carbon-dioxide market.

The coursewas facilitated by the academic staff of the Regional Center for Energy Policy Research (REKK). The course director is Peter Kaderjak. It will run for 7 weeks and will be given in English and in Russian languages. Each module will have a series of assignments that must be completed over a one-week period of time and with specific deadlines.  It will provide participants with a good opportunity to gain new insights and develop professional relationships.

Course Requirements:

We estimate that assignments will take 10-15 hours per week. Students are advised to check the e-learning platform daily, it will be required to read the textbook and solve exercises. Thus, we would appreciate if the participant could make commitment for this additional workload.

The participant shall have direct access to the internet with a minimum speed of 128/256Kb and his/her computer must have PDF functionality, Internet Explorer 6.0 or Firefox 2.0 and a personal email address.

The participant shall have at least medium-level written command of English or Russian so that he/she could engage in online group discussions and debates with fellow participants and engage in direct communication with the course instructors.

After the completion of the course participants will get E-certificates.

Course consists of an extensive textbook, exercises and test questions.
