E-Learning Course on Monitoring Activities of Regulatory Commissions

Brief Description of the Course:

The objective of this e-learning training is toassist regulators to understand the importance of and teach them to develop an integrated monitoring activity within their Commissions. The accomplishment of the course will help participants:

  • to understand the objectives, the scope and nature of as well as the limitations on the powers of ERC monitoring activities over the regulated companies (licensees);
  • to learn best practices to select among the different procedures, forms and institutional settings of monitoring activities depending on the nature of the issue that drives an actual monitoring activity;
  • to asses a basic knowledge on the methods aimed at monitoring a) the economic performance of regulated companies; b) service quality; c) electricity market operations and d) the environmental performance of regulated utilities;
  • to learn to design an efficient monitoring and enforcement policy (plan) for the ERC.

The coursewas facilitated by the academic staff of the Regional Center for Energy Policy Research (REKK). The course director is Peter Kaderjak. It will run for 7 weeks and will be given in English and in Russian languages. Each module will have a series of assignments that must be completed over a one-week period of time and with specific deadlines.  It will provide participants with a good opportunity to gain new insights and develop professional relationships.

 

 

 

 

Course Requirements:

We estimate that assignments will take 10-15 hours per week. Students are advised to check the e-learning platform daily, it will be required to read the textbook and solve exercises. Thus, we would appreciate if the participant could make commitment for this additional workload.

The participant shall have direct access to the internet with a minimum speed of 128/256Kb and his/her computer must have PDF functionality, Internet Explorer 6.0 or Firefox 2.0 and a personal email address.

The participant shall have at least medium-level written command of English or Russian so that he/she could engage in online group discussions and debates with fellow participants and engage in direct communication with the course instructors.

After the completion of the course participants will get E-certificates.

Course consists of an extensive textbook, exercises and test questions.
