
ERRA thanks USAID for the generous support it provided in developing its comprehensive training program. USAID funds allowed for development and pilot testing of all courses for ERRA members. Currently, courses are administered by ERRA and available to the public (unless otherwise noted). In late 2002, ERRA, with the assistance of consultants, began development of a Training Needs Assessment of all ERRA members. The report, finalized in February 2003, included a review of various training formats/approaches (i.e., university-based, ERRA summer school, distance learning, etc.) and assessment of needs and experiences of ERRA members in past training programs. This assessment showed that economic and financial skills are central to the administrative and economic regulation of the public utilities. Professional development in energy regulation requires a working knowledge of regulatory economics, an understanding of policy impacts and the ability to navigate national policy processes, and effective agency management of the legal and organizational processes necessary for adequate “due-process” protection in regulatory activities. In addition, training programs must take into account local conditions and national values as well as the increasing movements toward regional markets and expanded trade in electricity, which are moving nations into more compatible, harmonized regulatory arrangements. A unique feature of ERRA’s training programs is the use of current and former ERRA member regulators as instructors. This characteristic allows ERRA to design training courses that focus equally on practical application and theoretical methodology and include the transfer of relevant direct experience. To date the ERRA training initiative features a variety of junior to advanced level bi-lingual courses offered in traditional classroom format and/or e-learning. All training programs are dual-language (English and Russian) and include preparatory homework, practical exercises, simulations, participant case studies, and exams and systematic evaluation of results. ERRA announces the introduction of the ERRA Certified Energy Regulator (CER) which is supposed to acknowledge those ERRA training participants who have successfully participated in minimum three training programs organized by ERRA. The certification system is based on credits which can be earned during successfully completed training courses. In order to receive the certificate, participants should collect at least 30 credits within 3 years. Credits could be collected in the following way:
The total number of credits must be collected within 3 years in order to receive the certificate. ERRA will start acknowledging completed courses and collected credits retrospectively from 2008. For those participants who completed courses in 2008-2009, the 3 years for credit collection will start from 2010.
