Breakout Session: Privatization & Competition Roundtables
This session allowed participants to learn about privatization and competition in three sub-regions. Each group started with a discussion of a specific country case study: Poland in Central/Eastern Europe, Romania in Southeast Europe and Ukraine in the CIS. The second half of each breakout session included short individual country regulatory updates and discussion on general sub-regional trends and issues, such as market power, service quality, incentives, liberalization and restructuring, among others.

This session allowed participants to learn about pricing and investment in three energy sectors. The first group focused on regulatory treatment of financial losses in the electricity sector. The second group discussed issues related to combined heat and power production. The third group analyzed issues related to gas trading. Following these sector specific case studies, participants were able to discuss additional pricing issues in specific regions or countries.
