
Capacity building for sustainable energy regulation in Eastern Europe and Central Asia
March 2010 - August 2011
The objective is to promote and advocate good and sound energy regulatory practices with special emphasis on strengthening energy efficiency measures, the use of renewable energy sources and district heating in the Partner Countries of the INOGATE Programme. The project allows for the transfer of best practices from the EU as well as from the Partner Countries themselves, and continues to strengthen the cooperation among the countries involved.
The primary target audience of the project is the employees of energy regulatory bodies and their peers from the relevant ministry departments. The project expands its target audience when it comes to the educational workshops/training courses.
The geographical area of the project covers the following INOGATE Partner Countries: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine, Uzbekistan
Purpose
The purposes of this contract are as follows:
Specific activities
In term of capacity-building, the project is proposed to entail the following types of activities:
Training courses are to be made available to all target audiences, albeit with differentiation in terms of content in order to address the different levels of regulatory understanding of the audiences. Thus, more sophisticated information and knowledge is expected to be disseminated to the experienced regulators while more basic, introductory level skills and expertise would be given to other participants. At the same time, the structure and the arrangement of the training courses shall allow for joint discussions between the target groups.
Workshops will have more applied character through the presentation of case studies delivered by the instructors or even participants themselves, where appropriate, and will allow for more informal discussions and debates between the participants than the training courses. Workshops can be open to other stake-holders than regulators, such as municipalities, competition and antitrust authorities, sustainable energy and research centers, and press/media representatives.
Technical exchange programmes should allow for the dissemination of hands-on experiences of applied regulatory practices in the EE, RES and DH sub-sectors. Exchange visits make it possible to differentiate between the various needs peer organizations of the host country. These exchange programmes can involve other target audiences than regulatory and ministry participants.
