INOGATE Programme

Today the INOGATE Programme (supported by the European Neighbourhood and Partnership Instrument of the European Commission) is recognised as a key instrument for supporting the objectives of enhancing the safety and security of energy supply in both INOGATE Participating Countries and the EU. INOGATE is closely linked to its ability to support investment attraction for the strengthening of the supply networks.

Under the Inogate Programme, ERRA conducts a series of workshops on energy regulation for select Inogate Participating Countries: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Tajikistan, Turkmenistan, Uzbekhistan. Participants represent ministry officials and energy regulators of the above countries. Speakers and presenters of the workshops are mainly practising or former energy regulators of Western and Central Eastern Europe.

On June 26-27 in Brussels a Roundtable workshop was organized titled: Why energy market convergence makes good sense?

The workshop featured the following main topics:
Benefits and Challenges of Energy Market Convergence; Key Lessons Learnt in Transition Economies; Convergence & Investment; Legislation and Regulation for a Functioning Regional Market; Case Studies for Energy Regulation.

On September 18-21 and on October 9-12 in Kiev training workshops were organized titled: Regulating Energy: The Prime Need in Serving Our People.

During the training workshop the following topics were covered: Energy Regulation: Institutional Aspects; Unbundling; Energy Market Restructuring; Tariff Setting and Price Regulation; Energy Policy. In addition, under the framework of the Project ERRA in cooperation with the Regional Center for Energy Policy Research prepared a Textbook on key regulatory principles.

The objective of this textbook is to develop a working knowledge of key regulatory principles. Establishing a common language in the field of energy regulation between regulators and policy-makers can lead to more informed regulatory and policy decisions: benefiting consumers, governments and companies. The textbook will help readers:

  • Understand the objectives of regulation, the concepts and organizational structures needed for an independent Regulator;
  • Learn monitoring tasks regulatory institutions conduct
  • Develop tariff designs that suit the needs of consumers and the types of energy companies present in a country
  • Learn from the experience of restructuring in the European energy sector. This includes how past policies of promoting competition have changed the role of regulators and energy companies. How unbundling energy companies and independent regulation can increase competition.

 

Training Manual
