Russian Power and Electrification Joint Stock Company "UES of Russia" (RAO "UES of Russia") was established in 1992 in the course of the Russian electric power industry restructuring. The state is the majority shareholder of the Company (52.6832% stake). At present, RAO "UES of Russia" controls over 70% of power generating facilities and over 90% of power transmission lines in the Russian Federation. RAO "UES of Russia" accounts for about of 70% electricity generation and a third of heat generation in Russia.

The total capacity of RAO "UES of Russia" Holding's power plants is 156,7 thousand MW. In 2005, the Holding's enterprises generated 665.4 billion kWh of electricity.
The clientele of RAO "UES of Russia" includes all groups of energy consumers in the country – industrial, transport, and agricultural enterprises, public organizations, and households.
The company is one of the largest employers in Russia, with the average number of employees working in the Holding totalling 450,000 people.
Today, RAO "UES of Russia" is undergoing the reform process. It involves radical restructuring of Russia's electricity sector, which will be unbundled into monopoly and competitive lines of business. These changes are designed to boost the investment attractiveness of the sector and create a fully liberalized electricity market.

MAVIR Hungarian Transmission System Operator Company is a young organization of great traditions and vast experience. Before the establishments of MAVIR, the National Power Dispatch Centre had been performing the technical tasks of system operation since November 1949. MAVIR is responsible for maintaining the capacity balance of the national Power system and balancing the deviations of the balancing groups from plan targets. MAVIR monitors the expected changes of domestic electricity consumption and advises the authorities and market players on a regular basis of the generation-side and transmission-related activities to be performed to ensure the security and cost-effectiveness of electricity supply.

The National Association of Regulatory Utility Commissioners (NARUC) is a non-profit quasi-governmental organization founded in 1889. Within its membership are the governmental agencies that are engaged in the regulation of utilities and carriers in the fifty States, the District of Columbia, Puerto Rico and the Virgin Islands. Specifically, NARUC’s member agencies regulate the activities of telecommunications, energy, gas, and water utilities. NARUC also has associate members from over 20 other countries.

Several years ago NARUC expanded its outlook beyond the US and now assists in the promotion of a better understanding of the many new and complex regulatory issues that public utility regulators must address in rapidly changing societies. NARUC believes that its members’ expertise can help promote the institution of independent regulatory agencies and bring opportunities for more enhanced democratic methods of regulation.
