ERRA Regulatory Roundtable: Regulatory Aspects of Price Increases on National and Regional Markets

Agenda

Purpose of the meeting:

The purpose of the meeting is to bring together high-level ERRA regulators and to generate free-flowing discussions under the broad topic of the Workshop. In many ERRA member countries new pricing regimes appeared in the past few years. These are not cost-based but rather market-based regimes. In the mean time, we encounter or will encounter capacity shortages in several ERRA regions. The regional capacity shortage (generation adequacy problem) creates a situation, in which the wholesale market prices increase. The basic purpose of the discussions is to identify what regulators and governments can do when these circumstances occur, what potential regulatory tools exist to address these situations. In addition, we would like to pose the following thought-provoking questions: How can regulators educate customers, politicians and the industry that they do not have direct affect on wholesale and end-user prices any more (except regulated household prices)? Do regulators need and/or have adequate information and data regarding capacity shortages or wholesale market price (especially on bilateral markets)? How can the national regulators collect wholesale market price data from other national markets located in the same region? What are those elements, which influence or determine wholesale market prices? What is the foreseen tendency?

In order to prepare the meeting more effectively, the ERRA Secretariat will send out a few questions to each participating organization in advance. These questions will address market based (not regulated) pricing forecasts for 2008 and expected capacity balance situation of national markets (net export, import GWh, MW).
