BULLETIN

The Energy Regulators Regional Association (ERRA) organized the Tariff/Pricing Committee Meeting on September 14-15, 2006 in Chisinau, Moldova. 23 ERRA member organizations participated in the fall meeting of the ERRA Tariff/Pricing Committee Meeting namely energy regulators from Albania, Armenia, Bosnia and Herzegovina, Bulgaria, Croatia, Georgia, Hungary, Kazakhstan, Lithuania, Macedonia, Moldova, Mongolia, Montenegro, Poland, Romania (ANRE), Serbia, Turkey, Ukraine. Apart from the Full Members, Associate Member Organizations were also represented from Romania (ANRGN), UNMIK-Kosovo In addition, NARUC delegated 2 US regulators, also a consultant from KEMA, Germany took part in the meeting. ERRA was happy to host some 6 regulators of the National Energy Regulatory Agency of Moldova. Robert Archer, USAID attended the meeting as well.

The meeting was co-hosted by the National Energy Regulatory Agency of Moldova (ANRE), and the U.S. National Association of Regulatory Utility Commissioners (NARUC), with funding provided by the U.S. Agency for International Development (USAID).

The agenda of the two-days meeting featured the following major topics:

(1) Modification of the ERRA Statistical Tariff Database Online (accordance with EUROSTAT)

(2) Issue Paper on Green Energy Pricing

(3) Adjusting Already Set Distribution Tariffs Using Price Cap Methodologies (Experience of countries in transition from the first to the second regulatory period)

(4) Issue Paper on Efficiency Factor Determination (X - factor)

(5) Gradual Decrease or Complete Abolishment of Cross Subsidizations Among the Tariff Consumer Groups

(6) Tariffs Setting for the Supplier of the Last Resort

Chairman Nicolae Triboi, National Energy Regulatory Agency, welcomed participants along with Commissioner Svetla Todorova, Chair, Tariff/Pricing Committee (State Energy and Water Regulatory Commission), who also introduced the new Committee Members and NARUC representatives: Thomas Imhoff, Missouri Public Service Commission and Thomas C. Pearce, Public Utilities Commission of Ohio, as well as Konstanin Petrov, KEMA Consulting. The morning session of the first day started with conventional country updates by Tariff/Pricing Committee members on the recent developments in the field of tariffs and pricing at each member country. Mr. Ede Treso, Hungarian Energy Office, presented the Modification of the ERRA Statistical Tariff Database Online (accordance with EUROSTAT). After vivid discussions on the Work Plan’s 2007 topics, the meeting continued with roundtable discussion lead by Commissioner Todorova on the Taxation and Losses in energy sector (emphasis on VAT regimes). After the lunch break, the program featured presentation of the draft Issue Paper on Green Energy Pricing by Commissioner Todorova, SEWRC and Armen Arshakyan, Public Services Regulatory Commission of Armenia. Lahorka Vlajcevic, Croatian Energy Regulatory Agency, gave an overview of the results of the CERA’s inquiry on the Natural Gas Methodologies for Distribution and Retail Supply in ERRA countries. The first day ended with the case study on Characteristics of Tariffs Regulation for Tbilisi Energy Distribution Company by Iveri Shalamberidze, Georgian National Energy Regulatory Commission.

The second day proceeded with the presentation of the draft Issue Paper on Efficiency Factor Determination (X - factor) by Konstantin Petrov, KEMA Consulting. The agenda of the afternoon session focused on three main topics: Adjusting Already Set Distribution Tariffs Using Price Cap Methodologies (Experience of countries in transition from the first to the second regulatory period) with case presentations by Lidia Zestrea, National Energy Regulatory Agency of Moldova and US experience by Thomas Imhoff, Missouri Public Service Commission, and Mr. Thomas Pearce, Ohio Public Utilities Commission. Further on, the issue of the Gradual Decrease or Complete Abolishment of Cross Subsidizations Among the Tariff Consumer Groups presented by Anatoliy Shkarupa, Agency for Regulation of Natural Monopolies and Protection of Competition of Kazakhstan, Branko Korti, Energy Regulatory Agency of Montenegro and last, but not least, Thomas Imhoff, Missouri Public Service Commission, USA.

Intense presentations were held on the last main topic: Tariffs Setting for the Supplier of the Last Resort , Dr. Otilia Marin, Romanian National Electricity and Heat Regulatory Authority and Thomas Pearce, Ohio Public Utilities Commission, USA.

Late afternoon participants finalized the Workplan for 2007 and classified responsibilities. Finally, the ERRA Textbook for the Tariff and Pricing Training had been approved by Committee Members.
