On 4 July 2005 the ERRA EU Integration WG held its meeting in Bucharest, Romania. It was co-hosted by the Romanian Heat and Electricity Regulatory Authority (ANRE), and the U.S. National Association of Regulatory Utility Commissioners (NARUC), with funding provided by the U.S. Agency for International Development (USAID). Representatives from 7 ERRA Countries participated in this working group meeting (Bosnia, Bulgaria, Hungary, Lithuania, Macedonia, Moldova, Romania (ANRE).
The Working Group meeting was opened by Mr. Alexander Sandulescu, Chairman of the EU Integration Working Group, General Director, Energy Market Development Department of the ANRE. He also introduced ANRE’s latest activities regarding the new market opening. After the welcoming speech the participants introduced themselves and their work at their organization. After that, according to the Agenda, Mr. Sandulescu and Mrs. Stanciulescu, Expert of the Renewable and Cogeneration Department of ANRE presented and evaluated the results of the Questionnaire prepared on Combined Heat and Power, which was fulfilled by Bulgaria, Bosnia & Herzegovina, Latvia, Lithuania, Moldavia, Romania. The Meeting continued with Mrs. Stanciulescu’s report about the Promotion of the Combined Heat and Power, which has been taken at the last Meeting in Brussels, which was devoted to the promotion of the CHP. She explained that the Meeting was divided into two Sections; one was a Workshop regarding the Co-Generation, where the following issue was discussed: the guarantee of the certificate of the origin and the fields where it can be used. Mrs. Stanciulescu kindly promised to send this report by email to all of the WG Participants. The next point of the Agenda was the discussion of the ERRA issue Paper prepared by the WG in 2003 titled as “Green Energy Regulation”. Mr. Sandulescu suggested revising the data which were included in this Issue Paper. He asked the Secretariat to send out the Issue Paper for each Participant and let them make revision and add comments by 1 October. This short discussion was followed by the presentation of Mr. Christain Schönbauer of E-Control Austria, delivered by Mr. Sandulescu since Mr. Schönbauer could not participate in the meeting. Mr. Sandulescu pointed out that some questions were arisen in this presentation like the Contradiction between liberalized energy market and the needed support for the renewable sources and how to secure fair market in spite of support schemes as well as the low cost solutions. These topics can be discussed at the next WG meeting. In the second part of the Meeting the members delivered a short presentation on the Incentive regulation of the renewables in their respective countries. They all focused mainly on the green certificate.
At the end of the Working Group Meeting the participants proposed the following issue for the next meeting: “Market opening” and agreed to provide the Secretariat with further issues to be discussed.
