Tariff/Pricing Committee Meeting
September 4-5, 2003
The Energy Regulators Regional Association (ERRA) held a Tariff/Pricing Committee meeting from September 4-5 in Kyiv, Ukraine. This meeting was co-hosted by ERRA, the National Electricity Regulatory Commission of Ukraine (NERC) and the U.S. National Association of Regulatory Utility Commissioners (NARUC), with funding provided by the U.S. Agency for International Development (USAID). Representatives from 14 of ERRA's 19 Full Members participated, including Commissioners and senior staff from Albania, Armenia, Bulgaria, Croatia, Georgia, Hungary, Kazakhstan, Latvia, Lithuania, Moldova, Romania, Russia, Turkey, and Ukraine.
After the traditional update on the Regulatory News on the recent changes affecting the tariff system of the individual country, the Tariff/Pricing Committee considered presentation on the Consumer Supply Standards and their reflection of prices by Mr. Ede Treso, Hungarian Energy Office. Committee Chair, Commissioner Florin Gugu, Romanian Electricity and Heat Regulatory Authority (ANRE) delivered two presentations on the Time Differentiated Tariffs and presented a Case Study on the Tariff Methodology for Generation, which were taken well by the members and generated a lot of discussions.
Mr. Tomas Pearce (Ohio OUC, Chair, NARUC Staff Subcommittee on Gas) introduced and led the discussion on the Natural Gas Issues from the US Perspective. The Committee also considered results of the Gas Tariffs Questionnaire Part II led by Mr. Ramazan Guven, Energy Market Regulatory Authority, Turkey. Mr. Rajendra Appedalli (New York PSC) engaged committee members in a discussion of Cooperation between Regulators and Regulated Entities.
