EU Accession Working Group Meeting
"Gas Pricing"

The Energy Regulators Regional Association (ERRA) held an EU Accession Working Group Meeting on September 29 in Tallinn, Estonia. This meeting was co-hosted by ERRA, the Energy Market Inspectorate of Estonia (EMI) and the U.S. National Association of Regulatory Utility Commissioners (NARUC), with funding provided by the U.S. Agency for International Development (USAID). Representatives from 8 of ERRA's EU Accession countries participates, including Commissioners and senior staff from Bulgaria, Estonia, Hungary, Latvia, Lithuania, Romania, Slovakia, Turkey. The Council of the European Energy Regulators (CEER) also attended the meeting by three attendees, Commissioner Jacques-Andre Troesch, France, Mr. Alfred Schuch, Austria and Ms. Petra von Schmalensee, Sweeden.
The meeting focused on gas issues in the EU Accession countries of ERRA. After the update on the Madrid Forum by Commissioner Jacques-Andre Troesch, the EU Accession Working Group considered presentations on the Gas Pricing Methodologies of each ERRA member, followed by a presentation on Gas Pricing in CEER countries. Mr. Alfred Schuch delivered two presentations on the Rules for Capacity Allocation and Harmonization of Tariff Rules. At the end of the day, the working group discussed conclusions and findings of the day and scheduled the next working group meeting.
