Letter from the Chairman

Welcome to the 1st Energy Regulation & Investment Conference for Central/Eastern Europe and the Commonwealth of Independent States (CEE/CIS)!

I am delighted to launch the Energy Regulation & Investment Conference designed to provide power sector professionals with the opportunity to interact with senior energy regulators from more than 20 countries and learn about the investment and regulatory climate in the CEE/CIS region.

Our conference will feature three major themes. These topics will be addressed in plenary sessions, panel discussions, and innovative concurrent session tracks that target three sub-regions and three energy sectors.

Privatization & Competition - There are abundant investment needs in the region both in the form of privatization possibilities and new projects. What is the best strategy to approach these opportunities? Investors, representatives of utilities, regulators, and privatization officials in the region will share with you their ideas and experiences during three sub-regional roundtables.

Pricing & Investment Policies - Despite many challenges, independent regulators in CEE/CIS countries have demonstrated significant progress and achievements in the tariff/pricing area. Our focused breakout sessions will examine current tariff structures and new policies that apply to the pricing of electricity, gas, and district heating services.

Regional Electricity Trade - Many ERRA member countries are preparing for the integration of their energy systems with the European Union (EU) and international energy markets. We are delighted to have members of the Council of European Energy Regulators (CEER) from Western Europe join us to explore the implications of these larger electricity trading systems for regulators and the regional and institutional development dimensions.

In addition to these highlights, our conference will feature a Welcome Reception on April 24 and a special Danube River Cruise Reception on April 25. These events combined with the small group discussions promise you ample opportunity to network with regulators and industry alike.

This session will allow participants to learn about privatization and competition in three sub-regions. Each group will start with a discussion of a specific country case study: Poland in Central/Eastern Europe, Romania in Southeast Europe and Ukraine in the CIS. The second half of each breakout session will include short individual country regulatory updates and discussion on general sub-regional trends and issues, such as market power, service quality, incentives, liberalization and restructuring, among others.
