The Energy Regulators Regional Association (ERRA) convened for its Annual Conference on April 24, 2002 in Budapest, Hungary. The conference was co-hosted by ERRA, the Hungarian Energy Office (HEO), and the U.S. National Association of Regulatory Utility Commissioners (NARUC), with funding provided by the U.S. Agency for International Development (USAID).

The conference opened with welcoming remarks from the Chairman of ERRA and President of the HEO,
Mr. Peter Kaderjak, as well as a statement from NARUC's President, William Nugent.

More than 60 Energy Regulators from 21 East European and Eurasian countries met to share their regulatory experience. This Annual Conference had fewer participants and was shorter in length because the previous Annual Conference was held in December 2001.

Chairman Peter Kaderjak opened the ERRA General Assembly Meeting with a review of ERRA's program and financial report for 2002. Major developments at the conference included the addition of two new full members: the Croatian Energy Regulatory Council and the Energy Market Regulatory Authority of Turkey. Also, General Assembly Representatives voted to accept one new associate member: the National Natural Gas Regulatory Authority of Romania.

ERRA continues to grow because of the ever-increasing need for regulation in the energy sector of Central Eastern European and Eurasian nations. In response to this growing need, conference participants divided their time between the two Standing Committees of ERRA: the Tariff/Pricing Committee, and the Licensing/Competition Committee to discuss a series of Issue papers. The Tariff/Pricing Committee discussed the final drafts of their fourth series of Issues Papers that covered the following topics:

The Licensing/Competition Committee also met to discuss their fifth series of Issue Papers:

At the same time, other energy regulators delivered country reports devoted to the current status and future of energy regulation in their countries as well as an assessment of training needs. These meetings led to many lively debates and fruitful exchanges of information.

The Sixth Annual Conference provided a unique opportunity for Central and East European Energy Regulators to share their knowledge and experiences with each other and with five U.S. Commissioners and Commission Staff. NARUC participants deserve a special thanks for their invaluable input to the meeting: President William Nugent, NARUC (Commissioner, Maine PUC), Second Vice President Stan Wise (Commissioner, Georgia PSC), Commissioner Frederick Butler (New Jersey BPU), Chairman William McCarty (Indiana URC), and Mr. Jim Gallagher (New York PSC). The 6th Annual Conference and similar ERRA events allow Energy Regulators to learn the latest regulatory methods so that they may make the best decisions for their countries and utilities.

"Country Updates & Issues"
Background: The purpose of this session is to exchange information on the current status of energy regulation in each of the participating countries. Each Regulator will provide a short update on (1) Key Events and Activities for the Year 2002 and (2) Assessment of Regulatory Training Needs. Topics could include status updates on: changes in commission autonomy or authority, privatization, competition, tariff reform, pricing policies, regional trade, legislative changes, etc. The second slide should focus on what training is needed for their regulatory organizations and how this need is or is not being met. Each representative will provide a short presentation (5 - 10 minutes); questions may be asked following presentations or at the conclusion.
