The Fourth Annual Energy Regulatory Conference for CEE/Eurasia was held in Bucharest, Romania, on December 11 - 13, 2000. the conference was co-hosted by the Romanian Electricity and Heat Regulatory Authority (ANRE) and the US National Association of Regulatory Utility Commissioners (NARUC), with funding provided by the US Agency for International Development (USAID).

More than 85 Energy Regulators from 20 countries in Central/Eastern Europe and Eurasia met to share their regulatory experience. Mr. Laszlo Lovei, a Senior Energy Specialist at the World Bank, provided the Keynote Address on Economic Growth and Energy Sector Reform in Transition Countries - Lessons from the Last 10 Years. According to Mr. Lovei, energy plays a crucial role in sustaining growth and in the process of the transition to a market economy; regulatory policies can either facilitate or hamper this process. Energy Regulators should adopt several critical policies in order to forestall capital flight, the subsidization of old inefficient firms, a low savings rate and a decline in labor productivity. Mr. Lovei suggested seven steps to ensure a successful transition: unbundling; selling distribution and production/generation companies to reputable foreign investors; allowing the disconnection of all non-payers; liberalizing energy imports and exports; forbidding transmission companies to buy/sell energy; authorizing industrial consumers to select their own energy suppliers; and finally, de-politicizing the regulation of energy prices.

Other discussion topics included Conditions to Introduce Effective Competition - the Domestic and Regional Electricity Markets and Regulatory Issues Connected to Privatization. In addition, the Regulators discussed and finalized Issue Papers that covered topics with common interest in the fields of tariff methodologies, pricing, licensing, competition, and export-import of electricity.

New to this Conference was a Country Updates session. The purpose of this session was to exchange information on the current status of energy regulation in each of the participating countries. Each Regulator's representative provided a short update on key events and activities in the year 2000 and current significant issues and problems for the year 2001. Chairman Vidmantas Jankauskas of the Lithuanian National Control Commission for Prices and Energy made a summary of this session and noted that the presenters identified the following core elements of their agenda: strengthening the role of the Energy Regulator, liberalization, and privatization. These topics have been on top of the agenda for 2000 and are likely to remain a top priority in 2001.

The Fourth Annual Conference provided a unique opportunity for the Energy Regulators to share their knowledge and experiences with each other and with four US Commissioners. This exchange of information among Energy Regulators from the region and the U.S. enables participants to learn about the latest regulatory methods so that Regulators can make the best decisions for their countries and customers.
