Over 75 energy regulators from 19 countries gathered in Budapest, Hungary, December 7 - 9, 1999, for the Third Annual Energy Regulatory Conference for Central/Eastern Europe & Eurasia. The conference was facilitated by the U.S. National Association of Regulatory Utility Commissioners (NARUC), co-hosted by the Hungarian Energy Office (HEO), and sponsored by the U.S. Agency for International Development (USAID).
The 2.5-day conference focused on two main themes: "Privatization: The Process and Role of the Regulator" and "Authority and Autonomy of Regulators." Opening remarks were provided by Acting President Ferenc Horvath of the HEO, Mr. Robert Ichord, Chief, and Mr. Robert Archer, Deputy Chief, Energy & Infrastructure, Bureau for Europe and Eurasia, USAID, and Chairman Ron Eachus (NARUC/Oregon Public Utility Commission). Subsequently, Mr. Laszlo Lovei, Lead Energy Specialist, Europe and Central Asia Region, The World Bank, gave the Keynote Address on "Privatization, Competition, and the Regulator: Regional Developments & Issues." Mr. Louis Borgo, Power and Energy Utilities, EBRD, moderated the session on privatization, with presentations from representatives of the energy regulatory authorities of Armenia, Estonia, Georgia, Hungary, and Moldova. The topic of "authority and autonomy" was moderated by Chairman Vidmantas Jankauskas of the Lithuanian National Control Commission for Prices and Energy, with presentations from the representatives of Kyrgyz Rep., Poland, Romania, Russia, and Ukraine. The first day ended with a discussion on the establishment of a voluntary regional energy association, with remarks from the 6-member Ad-Hoc Steering Committee.
During the second day of the conference, concurrent meetings were held for the Tariff/Pricing Committee and the Licensing/Competition Committee, along with a series of Issues Panel discussions for non-committee members. The Tariff/Pricing Committee discussed the final drafts of their series of 1999 Issues Papers which covered the following topics: 1) "Procedures for Tariff Reviews and Revisions," 2) "Assessing and Incorporating Fixed Assets and Investment Programs into Tariffs," 3) "Privatization and Regulatory Control: Integrating the Regulatory Agency into the Overall Regulatory Framework," 4) "Technical and Commercial Losses, 5) "Cross-subsidies."
The Licensing/Competition committee focused on their second series of Issue Papers on: 1) "Most Important Legal/Statutory Elements for Regulation of the Energy Sector," 2) "Amendments to Energy Licenses Initiated by the Regulator," 3) "Regulatory Actions to Limit or Correct Abuse of Market Power," 4) "Limit on the Scope of Issues Within the Authority of Energy Regulators." At the Issue Panels, participants discussed the areas of "Low Income Households/Social Safety Net" and "Public Information/Education." Participants at all the concurrent meetings also prioritized program activities for the year 2000.
Finally, the conference concluded with the signing of "Founding Principles" regarding the establishment of a voluntary, regional association of energy regulatory bodies. The Founding Principles document was signed by the chairmen or other designated representatives of the 14 energy regulatory bodies from the region (Armenia, Bulgaria, Estonia, Georgia, Hungary, Kazakhstan, Kyrgyz Rep., Latvia, Lithuania, Moldova, Poland, Romania, Russia, and Ukraine). The Press Conference following the signing ceremony was attended by almost a dozen reporters and the conference received coverage by select Hungarian and international press.
