- The RSB organization consists of:
- 1. A Chairman and Board of Directors;
- 2. A Director General; and 6 departments as follows: Compliance and Customer Services Section; Accounts Section; Water Services Division; Electricity Networks Production and Contracts Division; and Economic Regulation Division.
All departments are supported by an Administration Office as well as, IT, Health and Safety, and Environmental advisory groups.Number of Commissioners: The Board of RSB is comprised of five members who are appointed by The Chairman of the Executive Council of the Emirate of Abu Dhabi. The term for appointed member is 5 years. The RSB is managed by The Director General who is appointed by the Board of RSB and who represents the RSB before third parties.

- Budget: Starting from 1999, RSB was created as an independent regulatory authority under the legislative mandate of Law No (2) of 1998 Concerning the Regulation of the Water and Electricity Sector in the Emirate of Abu Dhabi. The RSB funds its activities from licence fees.
- Responsibilities: The RSB is responsible for establishment and enforcement of a regulatory framework for the water, wastewater and electricity sector in the Emirate of Abu Dhabi, ensuring non-discrimination, effective competition, and the efficient functioning of water, wastewater and electricity sectors.
- Authorities:
- Independence: An independent body.
- Reports to: The Executive Council of the Emirate of Abu Dhabi.
- Appeal process: Any decision, act or rule issued by RSB can be appealed to the competent court of relevant jurisdiction.

- Abu Dhabi Distribution Company (ADDC): Distributes and sells water and electricity to around 200,000 customers in the municipality area of Abu Dhabi.
- Abu Dhabi Sewerage Services Company (ADSSC): ADSSC was founded in 2005 from Al Ain and Abu Dhabi Municipalities and is responsible for the collection, treatment and disposal of wastewater throughout the Emirate of Abu Dhabi.
- Transmission And Despatch Company (TRANSCO): The company is responsible for all transmission voltages at 400 kV 200 kV and 132 kV including dispatch of generation units, water balancing and the bulk movement of water throughout the Emirate.
- Abu Dhabi Water And Electricity Company (ADWEC): ADWEC in the single buyer of the water and electricity output and capacity from products under various power and water purchase agreements (PWPA) and charges the distribution companies for water and electricity under a Bulk Supply Tariff (BTS).
- Al Ain Distribution Company (AADC): Distributes and sells water and electricity around 100,000 customers in the Municipality area of Al Ain.
- Al Mirfa Power Company (AMPC): Operates three power stations at Al Mirfa, Al Ain and Madinat Zayed with a total licensed capacity of 636 MW. Water production is at the Al Mirfa station only, with a licensed capacity of 38.7 MGD.
- Arabian Power Company (APC): Fourth IWPP in the Emirate, following the purchases of the Umm Al Nar Power Company’s assets located in Sass Al Nakheel. Licensed capacities of 2.256 MW and 160 MGD.
- Emirates CMS Power Company (ECPC): Located at the old Taweelah A2 site, the first IWPP in the emirate and is licensed to produce 50 MGD of water and generate 702 MW of electricity.
- Emirates Sembcorp Water And Power Company (SEMCORP): Semcorp is located Qidfa in Fujairah, one of the Northern Emirates of the UAE. It is licensed for the production of potable water up to 100 MGD. The majority of this water is delivered to the Emirates of Abu Dhabi via a transmission pipeline owned and operated by TRANSCO. The company is also licensed for the generation of the electricity of up to 882 MW.
- Fujairah Asia Power Company (FAPCO): The second Fujairah licensed operator is situated at the Qidfa complex. A joint venture between International Power and Marubeni, the plant has been commissioned during 2010 and achieved full commercial status on 1st January 2011. FAPCO is licensed to produce up to 2.000 MW of electricity and 130 MGD of desalinated water from thermal (100 MGD) and reverse osmosis (30MGD) systems.
- Gulf Total Tractebel Power Company (GTTPC): Located at the Al Taweelah complex, GTTPC was the first IWPP in the emirate to purchase existing assets (Taweelah A1). Licensed capacities of 84.8 MGD of desalinated water and 1.672 MW of electricity.
- Shuweihat CMS International Power Company (SCIPCO): SCIPCO is licensed to produce up to 1.610MW of electricity and 100 MGD of desalinated water from Shuweihat S1 Plant, located 260 km west of Abu Dhabi, near Jebel Dhanna.
- Taweelah Asia Power Company (TAPCO): Situated at the Taweelah Complex. TAPCO owns the old Taweelah B and B2 plants. Licensed to produce 160 MGD of water and 2.073 MW of electricity.
- Umm Al Nar Power Company (UANPC): Owns Baniyas power station with a licensed capacity of 120 MW. Currently not in production
