    Romanian Electricity and Heat Regulatory Authority (ANRE)
  • Established in 1999, 80 staff members
  • Ion Lungu (ERRA Presidium member) was appointed as the ANRE President in June 2000. Four other Commissioners were appointed in June 2002.
  • The ANRE regulates electricity and heat (only the heat produced in cogeneration). Responsibilities include tariff setting, licensing, protection of consumer and investor interests, and regulation of access to the transmission and distribution grids.
  • The ANRE is financed through license fees and contributions of the sector economic agents.

    National Natural Gas Regulatory Authority (ANRGN)
  • Established in 2000, 83 staff members
  • Dan Pantilie was appointed in March 2002 by Prime Minister to be ANRGN President
  • ANRGN regulates the natural gas sector. Responsibilities include tariff setting, authorizing and licensing companies, protecting consumers, controlling natural gas sector companies, issuing technical norms, and regulating access to the transmission and distribution grids.
  • ANRGN is financed through license fees and contributions of sector economic agents.

    • Wholesale market model
    • The main components of the wholesale electricity market are a bilateral contracts market, a voluntary power exchange (day-ahead market- DAM) and a balancing market. At the end of the 2007 around 10% of the final consumption was traded on the DAM. A green-certificates market is administrated by the Market Operator starting with November 2005.
