Summary
Romanian Electricity and Heat Regulatory Authority (ANRE)

  • Established in 1999, currently there are 216 staff members
  • Mr. Iulius Dan Plaveti was appointed as the ANRE President
  • The ANRE regulates electricity, heat (only the heat produced in cogeneration) and natural gas. Responsibilities include licensing, issuing technical and commercial regulations including regulation of access to the transmission and distribution networks, tariff setting, energy efficiency and protection of consumer and investor interests.
  • The ANRE is financed from the state budget.

    • Wholesale market model

    The main components of the wholesale electricity market are a bilateral contracts market, a voluntary power exchange (day-ahead market- DAM) and a balancing market. At the end of the 2010 around 16.7% of the final consumption was traded on the DAM. A green-certificates market is administrated by the Market Operator starting with November 2005.

    The wholesale electricity market includes regulated contracts and bilateral negotiated contracts between generators and suppliers, regulated contracts for covering the network losses, bilateral negotiated contracts generator-generator and supplier-supplier, as well as contracts concluded on centralized markets: CMBC (centralized market of bilateral contracts), CMBC-CN (centralized market of partially stardardised bilateral contracts, with continuous negotiation) and on the Power floor of RCE (Romanian Commodities Exchange), transactions on DAM (day-ahead market) and on BM (Balancing Market).

    • ANRE still regulates end-user prices for the consumers who did not choose to change supplier.
