Established in 1998, currently there are 40 staff members
General Director and four Directors appointed by the Government for 6-year terms and can be reappointed for a second term.
The ANRE is responsible for licensing, regulating of enterprises in the gas, electric and district heating sectors, tariff setting, establishing quality of service standards, consumer protection, promoting competition and energy efficiency.
The ANRE is financed from the licensing fees.

Electricity
- 4 generating power plants - 3 CHPs (joint-stock companies with prevailing public capital) and 1 HPP (state-owned enterprise) holding licenses for generation of electricity
- 1 state–owned system and transmission operator.
- 3 distribution network operators: 1 - foreign-owned, 2 - state-owned. All operators hold licenses for distribution and supply of electricity at regulated tariffs.
- 9 companies hold licenses for supply of electricity at non-regulated tariffs
Natural Gas
- 1 transmission and 12 distribution companies part of vertically integrated joint-stock company “Moldovagaz”; 29 companies licensed for natural gas transmission, distribution and supply at regulated (27) and non regulated (1) tariffs, out of which 1 company is licensed to transmit, distribute and supply natural gas at regulated tariffs, 27 companies licensed for natural gas distribution and 1 company licensed for regulated tariffs natural gas supply.
- 100% of the market is open.
- ANRE regulates end-user prices.

- Market structure: 29 importers and en gros vendors, 146 retail vendors.
