Summary
  • Established in 1997, 48 staff members
  • In September 2007 Virgilijus Poderys was appointed new NCC Chairman. Five Commissioners are proposed by the Government and appointed to a five-year term by the President (may be reappointed for more than one term).
  • The NCC is financed from the state budget. The budget is approved by the Parliament.
  • The NCC regulates electric and thermal energy, district heating, natural gas, water, and transportation.
  • Responsibilities include tariff setting, licensing, monitoring of supply service quality and dispute resolution.
  • Industry and Market Structure
    Electricity

    • Three main electricity generators (Lithuanian Thermal PP, Vilnius CHP and Ignalina NPP), one transmission (Lithuanian Power Company), and two distribution network companies (East and West) since 2002
    • Declared market opening (100% from 01/07/2007, real market opening - 12% in 2007 in supply
    • TSO responsible for dispatching, technical management and maintenance of the national electricity balance

    Natural Gas

    • Market structure: private-owned joint-stock company LIETUVOS DUJOS is responsible for transmission, distribution and supply (control 100 % transmission and about 99 % distribution networks), total 5 supply companies, 2 of them purchase gas for their own use. 

    • About 90 % of the market is open since 2001 (TPA). The NCC regulates and end-user prices, except for supply prices for the eligible consumers.

    • Regulated third party access.

    • In 2005 the 2 stage of regulation of natural gas prices began. In 2005 the NCC for the first time submitted to the European Commission the Report about Electricity and Gas Markets.
