Summer 2004

1) key changes or decisions within the past 6 months
Within the past 6 months CERC, has made a hundred decisions in the field of licensing. During the time prescribed, conditions of technical and financial as well as professional qualifications are audited by the official CERC representatives. Practically, CERC has finished the main part (more than 95%) of its job in License Issuing Field by the middle of July 2004.
CERC reported to the Croatian Parliament and the Government on its work and observations significant for the development of energy market and public services in 2003.

2) personnel issues or changes (i.e., new President, Parliament etc.) within the past 6 months:
The last elections for the Parliament were conducted in Croatia in November 2003. The Parliament and Government were constituted in December 2003.  The Energy Regulatory Council consists of five commissioners to be appointed by the Croatian Parliament upon proposal of the Croatian Government. All five commissioners were reappointed in November 2003 to additional five years term.

The Regulatory Law requires that CERC is staffed primarily through a non-profit legal organization (institution, corporation). By the Resolution of the Government (Official Gazette No. 147/02) the chosen institution is the Energy Institute Hrvoje Pozar. CERC does have the authority to select and hire certain administrative-technical personnel, via public announcement and tendering procedure. CERC hired a new lawyer and now has four of its own staff members, two lawyers (one counsel), a secretary and an accountant.
