The Council of Ministers adopted: Ordinance on licensing the activities in the energy sector (20.05.2004) SERC adopted (04.06.2004): Rules on the terms and procedures for access to the electricity transmission and The Ministry of Energy and Energy Resources adopted in June: Ordinance on the activities of the operators of the gas transmission and gas distribution networks Summer 2004: New Energy Act Adopted In December 2003, the National Assembly adopted a new Energy Act. It establishes all prerequisites for the introduction of a market model in the electricity and gas sector of the country and creates conditions for their full liberalization. The new act provides for recognition of the Commission’s independence and guarantees its institutional strengthening and financial independence. Summer 2004: New Ordinance on Regulating Electricity Prices Adopted SERC has drafted a new Ordinance on regulating electricity prices. Following a public hearing with the participation of interested governmental organizations, non-governmental organizations and ordinary citizens, the Ordinance was approved by the Government in February. At the present moment, drafts of ordinances on regulating natural gas and heat prices are being prepared. Summer 2004: Tender Procedures for Gasification The tender documentation has been drawn up by SERC experts and the tender procedures of two international tenders for gasification have successfully concluded. The successful bidders are looking forward to being given licenses for distribution of natural gas for a period of 35 years. Read further ...
