| Summary |

The State Energy Regulatory Commission (SERC) was established in 1999, currently there are 112 staff members.

As of February 2005 it became the State Energy and Water Regulatory Commission (SEWRC)

Angel Semerdijev was appointed SERC Chairman in 2010

The Commission has 7 members (4 responsible for energy sector and 2 for water supply and sewage sector) including the Chairman nominated by the Council of Ministers’ resolution and appointed by the Prime Minister for a five-year period and could be re-appointed.

SEWRC is responsible for tariff setting and quality of services of enterprises in the gas, electric, district heating and water supply and sewage sectors. SEWRC is also responsible for licensing of enterprises in the gas, electric and district heating sectors and issues permits for construction of transit gas or oil pipelines.

SEWRC is financed from the fees collected under the Energy Act and the Water Supply and Sewage Services Regulation Act

Electricity Wholesale Market Structure
- 100 % of the market is open with a regulated quota for household consumers and small enterprises according to the Energy Law (about 66 %);
- 82 Generation licensees;
- 1 Transmission company with wholesale functions;
- 4 regional distribution/supply licensees companies;
- 102 licensed traders of electricity, 46 active;
- Liberalized generation quota for wholesale and regulated quota from large generators according to the Energy Law;
- Bilateral contracts, balancing market, regulated prices for household consumers and small enterprises;
- Deregulated and regulated elements of the price for ancillary services
Natural Gas Market Structure
- September 2008 – establishment of Bulgarian Energy Holding (BEH) with 100% state ownership. BEH EAD subject of activities is generation, production, transmission, transit, storage, management, distribution, sale and/or purchase of natural gas, electricity, thermal power, coals, as well as any other type of energy and raw materials for energy production. The Holding includes BULGARTRANSGAZ EAD-functioning as combined operator, involved in the storage, transit transmission and transmission of natural gas and BULGARGAZ EAD acting as public supplier of natural gas and the related purchase and sale;
