Summary

The State Electricity Regulatory Commission is an independent and non-profit institution of Bosnia and Herzegovina (BIH), which acts in accordance with the principles of objectivity, transparency and non-discrimination, and has jurisdiction over the transmission of electricity, transmission system operation and international trade in electricity.
The SERC was established by the Parliament of BIH by its adoption of the Act on Transmission, Regulator and Electricity System Operator, and its appointing Mr. Vladimir Dokić, Mr.Mirsad Salkić and Mr. Željko Topić as the Commissioners. The three Commissioners were appointed on June 30, 2003.
Mr. Mirsad Salkic will be the Chairman of Bosnia and Herzegovina in the period July 1, 2007 – June 30, 2008.
As of August 1, 2004, the SERC has been operating at full capacity, with 17 staff members.
The SERC is financed by regulatory fees paid by regulated companies.

Responsibilities:

SERC has jurisdiction and responsibility over transmission of electricity, transmission system operations and international trade in electricity.

The SERC’s jurisdiction includes:

  • issuance, modification, suspension, revocation and monitoring of licenses,
  • regulating, approving and monitoring tariffs and tariff methodologies,
  • issuance of rules and regulations within its competency, including revision and approval of market rules and grid codes, and terms and conditions for connection and access to network,
  • establishment, monitoring and enforcement of rules related to fair and non-discriminatory third party access,
  • coordinating and approving investment plans,
  • monitoring of the efficiency of mechanisms and methods securing the system balance between demand and supply of electricity,
  • consumer protection ensuring: fair and non-discriminatory treatment, high-quality services, competition and the prevention of anti-competitive activity,
  • resolution of disputes among system users, in accordance with regulatory powers and applicable laws.

 

Industry and Market Structure

Electricity:

Natural Gas:

  • BH-Gas Sarajevo is the sole wholesale supplier and the biggest gas carrier within BIH, operating 68% of the transmission pipelines.
  • There are three companies dealing with transmission, namely BH-Gas Sarajevo, Gaspromet Pale and Sarajevo-gas Lukavica.
  • Four gas distributors are responsible for the distribution and retail sale of gas, namely Sarajevogas Sarajevo (serving 93.8% of distribution customers), Zvornik Stan (2.2%), Sarajevo-gas Lukavica (1.4%) and Visokogas Visoko (2.6%). In total, distribution customers consumed 48% of total consumption in 2007.
  • The largest industrial consumers in BIH are Birač Zvornik (alumina plant) and Arcelor Mittal Zenica (steel plant) having a market share of 32.2% and 12.8%, respectively.

Electricity:

  • Electricity sector restructuring,
  • Creation of competitive energy market and its integration into the regional market and EU internal market,
  • Finalization of energy sector study
  • Preparation of energy strategy.

Natural Gas:

  • Drafting and adoption of the natural gas legislation in line with the EU Acquis Communautaire and the obligations from the Treaty Establishing the Energy Community.
