Summer 2004
During the first six months of year 2004 the Public Services Commission has adopted a number of by-laws aimed at creating of attractive investment climate for development of new sources of renewable energy. The most important of them are listed below:
1. «Regarding the approval for the procedure for setting and revising tariffs in the energy sector of the RA», which allows using accelerated depreciation (up to 16.67% per year) for small hydro power plants constructed with borrowed capital; 2. «On setting cap tariff for electricity generated using biomass» that determines cap value of tariff for electricity with technology «urban solid waste – biogas - electricity» in the amount of 7 U.S. cents/kWh without VAT, and cap revenue as 20% (after taxes) for the first 7 years of operation; 3. «On setting tariffs for electricity from small hydro power plants» that determines a fixed tariff for electricity sold from small hydro power plants operating on natural waterways in the amount of 4.5 U.S. cents/kWh for the period of up to 01.04.2016; 4. «On setting tariffs for electricity from windmills» that determines a fixed tariff in the amount of 7 U.S. cents/kWh without VAT for the period of up to 01.04.2016;
