• Established in 1996, actually 30 staff members
• Chairman and four Commissioners are appointed by the Parliament based on the proposal of the selecting team composed by the Chairman of the Parliament Committee of the Production activities Committee, Chairman of the Parliament Committee of Economy and the Minister responsible for Energy. Each of Board members is appointed for a 5 year term.
• Bujar Nepravishta was appointed as a Chairman in 2006. Five commissioners nominated by a selecting team composed of Chairman of the Industry Committee in Parliament, Chairman of the Economy Committee in Parliament and the Minister of Industry and Energy and are nominated by the Parliament. The chairman is appointed for 5 years , the others two for four years and two for three years. This is according to the new Law No. 9072 ’ On Power sector” dt. 22.05.2003.
• The ERE is responsible for approval Responsible for approval of tariff and price, licensing of companies in electrical energy and gas sectors and monitoring of their activity, and developing and approving all the secondary legislation in the electricity and gas sectors, and handling customer complaints
• The ERE is financed from the licensing fees.

Electricity Market Structure

• The Albanian Power Corporation (KESH) vertically integrated state-owned company monopoly on generation
• TSO was unbundled in July 2004.
• DSO was unbundled in 2007 and is privatized in 2008..
• A new Market Model was approved by the Albanian Government in March 2008.
• There is one customer that exercises the status of eligible customer and two qualified suppliers licensed by the Regulator
• A comprehensive secondary legislation is already approved.

• New amendments to the Power Sector Law approved in May 2008.
• DSO has been privatized by CEZ company.
• Almost all the secondary legislation has been revised in light of the distribution privatization
• Four new tariff methodologies were approved.
• New gas Law was approved on June 2008.
• The secondary legislation for gas sector is under process of development.
