Summary
  • Established in 1995, actually 32 staff members
  • Chairman and four Commissioners are appointed by the Parliament based on the proposal of the selecting team composed by the Chairman of the Parliament Committee of the Production activities Committee, Chairman of the Parliament Committee of Economy and the Minister responsible for Energy. Each of Board members is appointed for a 5 year term.
  • Sokol Ramadani was appointed as a Chairman in 2011. Five commissioners nominated by a selecting team composed of Chairman of the Industry Committee in Parliament, Chairman of the Economy Committee in Parliament and the Minister of Industry and Energy and are nominated by the Parliament. The chairman is appointed for 5 years , the others two for four years and two for three years. This is according to the new Law No. 9072 ’ On Power sector” dt. 22.05.2003.
  • Responsible for approval of tariff and price, licensing of companies in electrical energy and gas sectors and monitoring of their activity, and developing and approving all the secondary legislation in the electricity and gas sectors, and handling customer complaints 
  • The ERE is financed from license application and regulation fees.
Industry and Market Structure

Electricity Market Structure

  • The Albanian Power Corporation (KESH) is the public owned company, which also carries out the functions of Wholesale Public Supplier.Last year four medium size HPPs were separated from KESH in two companies that are under privatization process.
  • TSO was unbundled in July 2004 operating also as Market Operator.
  • DSO was unbundled in 2007 and is privatized in 2009 by CEZ operating as DSO and RPS.
  • Starting from January 2010 all customers have the right to be eligible customer.
  • From January 4, 2012 all customers connected at 110 kV or above or customers with consumption more than 50 million kWh/year are obliged by law to become eligible customers and choose their own supplier.
Current Energy Issues
  • Almost all the secondary legislation has been revised in light of the distribution privatization
  • New gas Law was approved on June 2008. The secondary legislation for gas sector is under process of development.
  • In 2011 ERE has developed and adopted specific rules for allocation of interconnection capacity.
  • The Albanian Government is under process of preparation of a new Power Sector Law and a new RES law.
