Summary
  • Established in 1999, actually 28 staff members
  • Engjell Cuci was appointed Chairman in 1999. Five commissioners nominated by the Government, based on the recommendation of two Members of Parliament and a Member of Government, for four year term
  • Bujar Nepravishta was appointed as a Chairman in 2006. Five commissioners nominated by a selecting team composed of Chairman of the Industry Committee in Parliament, Chairman of the Economy Committee in Parliament and the Minister of Industry and Energy and are nominated by the Parliament. The chairman is appointed for 5 years , the others two for four years and two for three years. This is according to the new Law No. 9072 ’ On Power sector” dt. 22.05.2003.
  • The ERE is responsible for approval of tariff and price, licensing of companies in electrical energy sector and monitoring of their activity.
  • The ERE is financed from the licensing fees.
Industry and Market Structure
  • The Albanian Power Corporation (KESH) vertically integrated state-owned company monopoly on generation
  • TSO was unbundled in July 2004.
  • DSO was unbundled in 2007.
  • A new Market Model was approved by the Albanian Government in 2007
  • There is one customer that exercises the status of eligible customer and two qualified suppliers licensed by the Regulator
  • There is approved most of the secondary legislation
Current Energy Issues
  • New amendments to the Power Sector Law under way.
  • A Working Group was established for the privatization of Distribution system.
  • Almost all the secondary legislation has been under revision process for the distribution privatization
  • Four new tariff methodologies are drafted and are made available for the public consultation.
  • Final customer tariffs for 2008 are approved using the existing methodologies for generation, distribution and supply of electricity. A two block tariffs and peak and off-peak tariffs were introduced for the first time in 2008.
