The Constitution distinguishes five different member categories:

New members are accepted by application and approval of two-thirds of the Full Members.

Full Members

Full Members are energy regulators with primary responsibility for electricity regulation.

  1. Albania*: Albanian Electricity Regulatory Authority
  2. Armenia*: Public Services Regulatory Commission
  3. Azerbaijan: Tariff Council (joined in 2007)
  4. Bosnia and Herzegovina: State Energy Regulatory Commission (joined in 2004)
  5. Bulgaria*: State Energy and Water Regulatory Commission
  6. Croatia: Croatian Energy Regulatory Authority (joined in 2002)
  7. Estonia*: Energy Regulatory Department of the Estonian Competition Authority
  8. Georgia*: Georgian National Energy Regulatory Commission
  9. Hungary*: Hungarian Energy Office
  10. Kazakhstan*: Agency for Regulation of Natural Monopolies
  11. Kyrgyz Republic*: State Department of Fuel and Energy Regulation at the Ministry of Industry, Energy and Fuel Resources of the Kyrgyz Republic
  12. Latvia*: Public Utilities Commission
  13. Lithuania*: National Control Commission for Prices and Energy
  14. Macedonia: Energy Regulatory Commission (joined in 2004)
  15. Moldova*: National Energy Regulatory Agency
  16. Mongolia: Energy Regulatory Authority (joined in 2001)
  17. Montenegro: Energy Regulatory Agency of Montenegro
  18. Poland*: Energy Regulatory Office
  19. Romania*: National Electricity and Heat Regulatory Authority of Romania 
  20. Russian Federation*: Federal Tariff Service of the Russian
    Federation
  21. Serbia: Energy Agency of the Republic of Serbia (AERS) 
  22. Slovakia: Regulatory Office for Network Industries of Slovakia
  23. Turkey: Energy Market Regulatory Authority (joined in 2002)
  24. Ukraine*: National Electricity Regulatory Commission of Ukraine

(Founding Members are marked with * above.)

Associate Members

Associate Members must comply with one of the below conditions:

(1) other governmental organizations within the region who are not energy regulators but who have responsibilities related to energy regulation;
(2) individuals representing other governmental organizations within the region with energy regulation responsibilities;
(3) energy regulators and associations of energy regulators from countries located outside the region. 

25.    Romania: National Regulatory Authority for Municipal Services (joined in 2002) 
26.    UNMIK Kosovo: Energy Regulatory Office of Kosovo (joined in 2005)


Affiliated Members

Affiliated Members must comply with one of the below conditions:

(a) Energy Regulators and Associations of Energy Regulators from countries located outside the Region.

(b) Organizations that qualify as Associate Members but choose Affiliate Membership status.

27.   Jordan: Electricity Regulatory Commission (joined in 2007)
28.   Saudi Arabia: Electricity and Co-Generation Regulatory Authority of Saudi Arabia (joined in 2008)
29.   United Arab Emirates: Regulation and Supervision Bureau of United Arab Emirates (joined in 2008)
30.   USA: National Association of Regulatory Utility Commissioners (NARUC) joined in 2001

 

Honorary Members

Honorary Members are former Presidents, Chairmen, Commissioners, Directors, or Senior Personnel of Full Members and such other former energy regulatory staff of Full Members as the General Assembly may accept.
